From my little experience with the Windows 8 beta, I would stay buy 7. Windows 8 to me seems like it’s geared towards touch-screen/tablet type PCs. I wouldn’t buy a new windows operating system right after launch just as a general rule. Usually takes about a year to get full performance and bugs taken care of with new windows products.

Windows 7 is just too good to risk it IMO.

Windows 7 .windows 8 will be full of problems .
To be honest it’s more geared towards Tablets and Touch screens. There is a standard desktop but currently you have to tinker around to get a standard start menu etc. Hopefully they remedy this before retail release.

Windows 8 is designed for hand-helds and is not particulaly for computers, per se, and the final release for PC’s will be a 128-bit OS that will not be backward compatible with x64 or x32 as it will be a new fresh OS for a forward future rather than an awkward past. The current version of Windows 8 is a beta version for preview and testing only and will disable itself on March 14 2013 so is not to be installed as your OS for general use.

Windows 7 x64 will be around for the next 15 years so it’s better to stick with it so you can play those older x32 games.

As for your specs, the PSU should be 700 watts or more, GTX 550 Ti is problematical so a better GPU would be advisable.

According to G.Skill, your ram is not compatible with the Biostar motherboard, and according to Biostar, only the 2gb models of G.Skill are compatible –

    G.SKILL F3-17000CL9D-4GBXMD 2G DDR3 2133
    G.SKILL F3-10666CL8D-4GBECO 2G DDR3 1333
    G.SKILL F3-12800CL9D-4GBECO 2G DDR3 1600
    G.SKILL F3-12800CL9D-4GBNQ 2G DDR3 1600
    G.SKILL F3-12800CL7D-4GBECO 2G DDR3 1600
    G.SKILL F3-14400CL9D-4GBFLS 2G DDR3 1800

Every One Telling you To Get Windows 7 Is A Retard Since They Are Not Ready To Move On To The Next Generatin Of Computing

Windows 8 Is Fully Cmoatible Wth Any Windows 7 Program and it has a better user interface and it supports dx11.1 wich is the next big thing if you are a gamer

And windows 8 requires 300 mb of ram to run smoothly so what about the 8gb ram youve got -.- And windows 8 is releasing On 21/10/2012 so why not wait and windows 8 will be 3x times faster than windows 7 in Particulary Everything

Eventauly microsoft will dump windows 7 and make it out dated just like widows xp did ,,,,,,,,,,,,,,,,,,,,,,,, sooner now or later you will get windows 8 in the future
I reomemend you buying windows 8 pro edition as soon as it hits the market so prepare your self and beleave me you will not regret it and you will see what i mean if you got it
